保护闽南方言,致公党厦门市委建议——

将闽南话列入公务员培训内容

  厦门是一座开放的城市,普通话普及率相当高。然而,在大力推广普通话的同时,人们也逐渐看到一个严峻的事实,即闽南方言的萎缩,越来越多的年轻人不会说家乡的闽南语。

  为此,致公党厦门市委将在今年的政协大会上提交一份提案,名为《关于抢救与保护我市闽南方言的建议》,其中一条最引人注目的建议是,将闽南方言列入新录用的公务员的培训内容。

本站頂日頭仔有報導台灣行政院當咧制訂「國家語言發展法」草案,按算將現子時台灣境內所有的自然語言攏總chhiâu平大,互in攏通成做「國家語言」(詳細情形請看《閩南語有可能成做台灣「國家語言」》)。即條消息自《聯合報》登出來了後,凡勢引發台灣社會各界人士無共款的解讀。下面來報導「台灣**社」成員張復聚先生最近發表佇《自由時報》「自由廣場」的一篇文章,題目號做《從國家語言到官方語言》,因為這原文是用華文寫的, 咱taⁿ卜來共伊翻譯做閩南文。

——閩南語、客語將同列國家語言

台灣聯合報2007年3月20消息報導:
  
台灣行政院制訂「國家語言發展法」草案,將卜去除「國語」、「方言」的概念,明確確定本國族群或者地方佇咧使用的自然語言(包括閩南語、原住民語等等),攏總是國家語言,國民有權使用,禁止歧視。佇即款情形之下, 「國語」佮「方言」的講法,將會成做歷史名詞。

台灣行政院即陣已經完成對即項草案的審查,近期內將會提送行政院會做討論。根據了解,台灣行政院長蘇貞昌佇舊年捌講過,語言的推動,應該噯用自然佮鼓勵的方式來運作,互各族群的儂來尊重各種語言;伊反對利用公權力、壓力或者是其它的資源佇咧推動國家語言。聽咧講,制訂即个法案本成著是陳水扁(現任台灣總統,民進黨)佇咧2000年競選總統的時陣提出來的一項重要政治主張,往過台灣教育部佮文建會嘛捌推動國家語言發展法,將台語(閩南語,漳泉)佮客語(客家話)共伊列做主要的官方語言,當時因為安呢引發著社會各界一場的紛會。

Góa chhōa bó·-kiàⁿ tò-tńg-khì góan pē-bó-tau. Góan tau tòa Chiang-chiu Liông-hái-chhī Pe̍h-tsúi-tìn Soaⁿ-piⁿ-chhoan. Tiong-tàu, chí-hū in chi̍t-ke-kháu-á saⁿ-ê kòe-lâi góan chhù chia̍h-pn̄g. Poàⁿ-po·, chí-hu chio goán khì in tau chē. Chí-hu in chhù tī keh-piah-siā, in hit siā sio̍k-tī Tāi-hê-chhoan ê ha̍t-khu, hō-tsòe “Tōa-po·-siā”, lī goán chit siā bô lōa hn̄g. Àm-tǹg tòa chí-hu in tau chia̍h. Phah-sǹg sin-chiaⁿ nî-tau êng-êng khah bô sáⁿ tāi-chì, a-chí tsá-tsá to̍h khoán oáⁿ-tī toh-í, chhoân chheⁿ-chhau–ê chhut-lâi.

Tī-leh chit-ê tiong-kan, ē-kì-tit ū nn̄g saⁿ ê lâng lâi chhù–ê, chhiàng-miâ kóng beh kiò goán chí-hu chhut-khì chia̍h-chiú. Chit tīn lâng thâu-bóe lóng-tsóng lâi saⁿ pái. Chí-hū bô tī–leh, ah chiah-ê lâng soah chi̍t pái pí chi̍t pái khah pháiⁿ siaⁿ-sàu. Kiàn-pái lâi-kàu, a-chí to̍h chhiáⁿ in chia̍h-tê, kā kái-soeh kóng “chin pháiⁿ-sè, i lâng (chí-hu) ū-iáⁿ bô tī–leh, chhiú-ki iā khah bē-thong”, koh hó-ì kā in kóng “ah bô, lēng-ji̍t nā ū sî-kan chiah lâi sio-chhiàⁿ”….

Lō·-bóe, in chhōe-tio̍h chí-hu ê lâng, iōng “iam-ke-á pōe-si̍t” án-ne ngē kā i ah–khì. Chí-hu hō· in ngē ah-khì liáu-āu, ko·-put-jî-chiong tòa chiú-toh–ê tsē-leh sì gō· hun-cheng kú. Bóe–á, chí-hu khoàⁿ Lîm tìn-tiúⁿ kah Lîm chhoan-tiúⁿ beh làng-liâu, tsoâⁿ thàn in chhut–lâi. Koh lâi kóng, tī-leh chiú-toh-téng, hó-ka-tsài ū chi̍t-ê hó-sim-lâng kā chí-hu sái-ba̍k-sek, àm-sī chí-hū ê-hng ài sè-jī, tāi-chì bô hiah kan-tan niâ. Soah-m̄-tsai hiah-ê lâng pún-té to̍h-sī lâi jiá-khang khí-sū ê, m̄-koán goán a-chí án-tsoáⁿ hó-chhùi kā kái-soeh kóng hó-oē mā bô khah tsoa̍h. Hiah-ê lâng kóng-oē ná lâi nái pháiⁿ siaⁿ-sàu, ti̍t-ti̍t pàng-tiâu kah chhiàng-siaⁿ, ài goán chí-hu chek-sî chhut-lâi kìⁿ-bīn, nā bô, kheh-thiaⁿ hit chiah tê-toh-á beh sûi kāi hiau péng-lìn-phak. Hiah-ê lâng pháiⁿ-chhèng-chhèng, ok-khia̍t-khia̍t, goán chí–á kiaⁿ in chin-chiàⁿ pìⁿ-bīn khí-sū, kio̍k-put-kio̍k seng tah-èng kóng beh sûi chhut-khì gōa-kháu chhōe goán chí-hu tńg–lâi.

A-chí tú-chiah chhut-khì bô-lōa-kú niâ, goán ke-āu khoàⁿ sè-bīn bô sáⁿ tùi-tâng, tsoâⁿ kā góa kóng, “bô, seng lâi tsáu”. Khan-chhiú–ê sī kiaⁿ tsa-bó·-kiáⁿ khì hō· hiah-ê chiú-hàn kiaⁿ–tio̍h, chiah ē kiò góa khoán-khoán–ê tsún-pī thang tsáu.

Koh-lâi kóng chit tīn lâng phah-sǹg ū-khang chhōe bô-sún, thiau-khang beh khí-hō· seng-toan. Tú-hó tang-tiong ū chit-ê chhōa-thâu–ê chêng ji̍p-mn̂g to̍h tsē-tio̍h goán bó· kheh tī sa-hoat-í ê chi̍t niá gōa-saⁿ. Goán khan-chhiú–ê kiâⁿ-kòe-khì kā hit-ê lâng hó-chhùi, kiò i sió khiā–khí-lâi–chi̍t-ē. Bô-gî-gō· tùi-hong soah bē-sū hit-lō ti-káu-gû, tùi-chhùi kā goán bó· háⁿ (háng) kóng “góa sī án-ná to̍h khí–lâi ? Phêng sím-mi̍h kiò góa khí–lâi ?” Tsoân-jiân bô leh kóng tō-lí, beh sí hông tâi ê khoán-sè. Chêng kàu taⁿ, góa lóng tiām-tiām tsò góa tī piⁿ–á leh khoàⁿ tiān-sī bô chhut-siaⁿ, pún-tsiâⁿ nā m̄-sī tùi-hong kā goán khan-chhiú–ê ìn hit kù oē, góa sī bô àn-sǹg beh thīn–in. Put-jî-kò, chit-siaⁿ bô chhut-bīn bē-sái–tit. Góa tsoâⁿ kiâⁿ-oá kīn-chêng, hó-chhùi koh kāi ko·-chiâⁿ, “sai–ê, lán lâi sió sóa–leh, saⁿ-á kā goán tsē–tio̍h, tán goán hiah–khì-lâi liáu-āu lí chiah koh tsē–loeh, ho·ⁿ ?” Siūⁿ-bē-kàu tùi-hong hoâiⁿ-tsâ giâ-ji̍p tsàu, chin bô kán-tan chiah hāu kah ū tsa-po·–ê lâi póe-hōe, in tiāⁿ-tio̍h bē pàng-sak chit pái ê ki-hōe. Hit-ê chhōa-thâu–ê, khoàⁿ–khì-lâi im-thim im-thim, mā bô kóng tē-jī kù oē, khiā–khì-lâi, kìⁿ-bīn to̍h chi̍t-ē hong-kûn ùi góa ê bīn-chiáⁿ tshāi–loeh! Bōe tán góa hoán-èng–kòe-lâi, tùi-hong í-keng chhi̍h kòe-lâi ngē-cheng ngē-ku̍t. Góa ūi-tio̍h beh pó-hō· ka-tī, tsoâⁿ kah i tùi-khia̍t–khí-lâi…

Tùi-hong tú-thâu-á sī nn̄g-ê, hit-ê chhōa-thâu–ê kah góa tng-leh khia̍t ê sî-tsūn, lēng-gōa chi̍t-ê to̍h tsáu-chhut-khì kiò-lâng. Bô-gî-gō· khah bô poàⁿ hun-cheng-kú niâ, soah tsông-ji̍p-lâi chiâⁿ-tsa̍p-ê kioh-siàu, lóng seⁿ-tsò hoâiⁿ-bah-bīn, chho· koh ióng. Chiah-ê phah-chhiú-á ji̍p-lâi phah chham lo̍h-khì. Goán chí-hu in sió-tī, chhù khiā tī tiâⁿ-á tùi-bīn, thiaⁿ-tio̍h chi̍t-pêng teh sio-phah, koáⁿ-kín piàⁿ kòe-lâi chiàm. Liâm-tong-sî, góa khoàⁿ-tio̍h chhit-peh-ê phah-chhèng-phoe kā góa ûi-leh thoáⁿ kah tsàm. Góa tó–loeh, peh–khí-lâi, koh tó–loeh……Kûn-thâu-bó, phôe-ê-kó·, ke-si-thâu-á…ti̍t-thàu siàng tī góa ê sin-khu–ê, góa sī hoeh-lâu hoeh-tih, o·-thâu bīn-chéng, kut-chi̍h bah-li̍h, kui-sin tsoân tio̍h-siong. Hiah-ê ok-lâng chhut-chhiú chin chhân, kûn-thâu lóng bô leh tsat-la̍t. Tsū án-ne, tsa̍p-gōa-gōa ê lâng phah goán nn̄g-ê tsa-po·–ê, lóng-tsóng phah beh poàⁿ-tiám-cheng kú, chhù-lāi ê tsa-bó·-lâng, lāu-hóe-á, kah siā-lí lâi khǹg ê lâng lóng hō· in tòng tī-leh tōa-thiaⁿ mn̂g-gōa, kui chhù-keng ê ke-si, mi̍h-kiāⁿ tsoâⁿ-pō· hō· in húi-tiāu.

(Ló·-bóe, chhù-piⁿ-tau kah siā-lí ê lâng chiah leh kóng, bōe chhim-mn̂g ta̍h-hō· lâi jiá-sū chìn-chêng, to̍h ū la̍k-chhit-téng sió-chhia tsài chiâⁿ-tsa̍p-ê pháiⁿ-kiáⁿ chiú-tī tsáu-ûi-chhiûⁿ gōa-kháu, àn-sǹg sûi-sî beh chhiong-ji̍p-lâi tāng-chhiú.)

Lâi leh phah-lâng tsau-ke ê sî-tsūn, goán gōe-seng to̍h khà tiān-oē pò-kèng. Siūⁿ-bē-kàu 110 ùi Pe̍h-tsúi-iâⁿ phài-chhut-só·–ê lâi kàu hiān-tiûⁿ té-té 5 kong-lí lō· soah kiâⁿ 40 kúi hun-cheng kú. 110 lâi-kàu, phah mā phah soah ah, húi mā húi kah chha-put-to ah. Koh-khah hàm–ê sī, 110 kèng-jiân kan-na phài 1-ê lâng lâi niâ. Chit-ê hō-tsò “kèng-chhat” ê lâng lâi-kàu, hiān-tiûⁿ chhìn-chhái bāi-bāi leh, loān-sú mn̄g-mn̄g leh, mā bô chek-sî tsò pit-lio̍k, mā bô lia̍h-lâng, ah mā bô kóng beh án-tsoáⁿ chhù-lâi, tsò i chhia khui–leh, oa̍t-thâu tò-tńg–khì lo·h.

Chū pháiⁿ-tô· lâi chhióng-sū Kàu kah phah-lâng phah soah, goán chí-hu lóng bô tńg–lâi. Tiong-kan, in chhù ê lâng ū khà tiān-oē kā i thau-kóng, kiò i sian-sian to̍h m̄-thang chhut-lâi, nā bô, sèⁿ-miā hoān-sè bô–khì. Goán chí-hu chek-sî khà-thong Lîm tìn-tiúⁿ ê chhiú-ki-á, chhéng-kiû kín-kip pó-hō·, bô-gî-gō· Lîm tìn-tiúⁿ soah thê-sî kóng i tng-leh bô-êng, bô hoat-tō· lâi. Tī chit-khoán sū-koan tiōng-tāi ê lâu-pái, tìn-tiúⁿ tāi-jîn iā bô chí-sī phài-chhut-só· kèng-oân ia̍h-chiá tìn-chèng-hú ia̍h-chiá chhoan-úi-hōe iú-koan pō·-bûn jîn-oân koáⁿ kàu hiān-tiûⁿ hia̍p-tiâu chhù-lí, kan-na phái 2-ê tī tìn-chèng-hú khui-chhia ê ki-su lo̍h-lâi sûn-sûn khoàⁿ-khoàⁿ leh, nā-chhiūⁿ hì-tâi-téng tsò-hì-á leh kiâⁿ-hó-khoàⁿ–ê, èng-hù-liáu-sū. 

Hit àm, 110 lóng-tsóng lâi saⁿ-pái. Thâu-pái lâi, tò-tńg–khì liáu-āu bô-lōa-kú, hit tīn phah-chhèng–ê, koh lâi chhù–ê húi chi̍t pái, chiong chhun–ê thang-á-mn̂g, hoe-khaⁿ kah chi̍t-kóa ū–ê bô–ê ka-kū tsoân-pō· kòng kah chhùi-iâm-iâm……Hit ê-hng, chí-hu in kui-ke-hóe-á ka-tī chhù–ê m̄-káⁿ tòa, tsáu-khì  chhù-piⁿ-tau chioh-tòa. Tāi-chì hoat-seng liáu-āu, kui-ê kak-thâu khiā-ke ê siā-lí-lâng lóng-chiâu kiaⁿ kah sih-sih-chhoah, ta̍k-ê kiaⁿ “hòe-sio-chhù sio kòe keng”, khì sàu-tio̍h hong-thai-bóe, ke-ke hō·-hō· lóng tsá-tsá tio̍h koaiⁿ-mn̂g kìm-teng. Chí-hu in chi̍t-ke-káu-á tòa-tī chhù-piⁿ-tau, ùi thang-á-kháu khoàⁿ–chhut-khì, khoàⁿ-tio̍h hiah-ê pháiⁿ-tô· iû-goân tī hia sì-kho·-lìn-tńg chhin-chhiūⁿ siáu-káu án-ne leh sûn kah chhōe. Ta̍k-ê lóng kiaⁿ kah m̄-káⁿ chhut-siaⁿ. Chi̍t-sî, kui-ê siā-lí tiām-chiuh-chiuh, sì-kè bē-su hō· khióng-pò· ê o·-iáⁿ tà-tiâu–ê.

Tē-jī ji̍t, goán chí-hu in lāu-pē siūⁿ bē-tit-kòe, koh chi̍t-pái khà-thong Lîm tìn-tiúⁿ ê chhiú-ki-á, ko·-chiâⁿ i lâi tiāu-tsa chhù-lí. Lîm tìn-tiúⁿ chiàu-goân thê kóng bô-êng, iah mā bô phài jīm-hô lâng lâi.

新年過後,自從元月2日起,一覺醒來,發現moCasting.com怎麼也上不去了。起初還以為是台灣地震波及,後來仔細想想,不對啊,記得地震過後幾天內都還好好的啊……看來一定有其它原因。因為長期住在中國大陸,類似的事情經歷多了,總是很自然地想起以往那些算得上不幸的事例——一旦有網站忽然之間連不上去,多數大陸的網民第一反應應該是“又被封了吧”。沒辦法,一日為賊,永世為賊(閩南語說“一擺見百擺”),誰叫GFW如此鴨霸,不分青紅皂白。

為了盡快落實是不是真的“又被封了”,敝人趕緊聯繫其他住在中國大陸不同地區的網友,回答幾乎是一致的,都說連不上。絕望之餘,仍有點不甘心。

於是,敝人只好又寄望於古狗(google),就是想試著從上面得到一絲絲關於“封網原由”的線索,哪怕只是一點兒也好。結果當然是徒勞的(也不知從何時起,google似乎對此類事件感到相當麻木了..Orz…)。於是,敝人又開始思考,究竟是什麼導致的呢?怎麼想都覺得沒道理,mocasting.com不是香港的嗎?GFW出手有必要這麼重嗎?香港好歹也回歸了啊?就算自己人整自己人,也不至於這麼殘吧?!何況,mocasting.com近來似乎還算規矩吧!

這本底是2006年9月26號《參考消息》(日報)發表的一篇訪談。記者是楊瀾小姐,受訪人是彭定康先生。 

話頭:彭定康(Mr. Christopher Patten)作為最後一任港督,關係伊的是非恩怨,佇咧香港回歸了後慢慢仔互儂放bē記得。即世儂佇咧政治界盤nóa四十外年, 現子時,伊決定退出政界,專心專意去做牛津大學University of Oxford, 拉丁文:Universitas Oxoniensis,簡稱 Oxon.)的校長。離開政界的時陣,彭定康感覺比往過佫咔會當坦白講出家己的心聲囉。

踏入政界,會使講是「注死ê」(無意中的代誌)


楊瀾(記者,下底簡稱楊):彭爵士,汝好!

我拄拄看過汝的大作《不平凡的外交官:關係國際事務的實在話》。從中,有一寡互我不止感興趣,汝佇冊尾寫講,即本冊略仔有sêng汝的告別宣言。我頭一個問題:汝哪會決定即陣著卜告別政界?敢是想講都也60外,按算卜退休ah,抑是其它啥物原因?

彭定康(下底簡稱彭):應該是講,即陣大多數有趣味的khang-khòe差不多攏做過ah,嗯 …我想ná像嘛無啥代誌通好佫做ah。我咔愛體驗新的生活,新的變化。3年前,儂任命我做牛津大學的校長。我想卜用佫咔儕的時間來做高等教育的khang-khòe佮寫作,不而過,三不五時,kiám-chhái會佫chhap一寡政治事。總是,我bē佫將主要的心神用佇咧做政務。

(彭定康,1944年出世佇英國倫敦。22歲大學出業無偌久,加入英國保守黨。佫無久,成做保守黨上蓋pâi-chí的政策顧問,此去,捌做過內閣部長、黨主席,香港總督,佮歐盟委員會專員等等官職。會使講,伊的政治生涯多彩多姿,不而過,nā越頭看當初時,對著一个拄拄按牛津大學歷史系出業的碩士生來講,踏入政界是完全想bē遘的代誌。)

:汝咧講汝卜退出政界,湊拄khám又佫se̍h轉去當初時初初接觸政壇hit个所在。敢講,這攏是汝當初時早早著計劃好勢ah?

:伐入政治界,真正是無意中的代誌。我少年hit陣,靠獎學金入牛津,當時我對政治呣是真興,我捌去搬戲,寫作,參加真儕體育運動,路尾熟似著阮牽手兮,本然我應該去英國廣播公司食頭路。

經濟全球化,語言死一半。

朋友啊,恁滯的城市,hit-ê所在的儂,用啥物語言溝通(ko·-thong)相交陪?即陣啥物情形,ah十年前咧?十五年前咧?

我家己回答即个問題:我滯佇廈門。現子時,廈門市上kài pâi-chí (最紅)的語言是漢語北方話(有儂共伊號做是“華語”);十年前,華語咔佔贏面,比漢語閩南語略仔咔佔贏面;十五年前,閩南語咔佔贏面;20年~25年前,整個(chéng-kô)廈門市,罕得聽著華語,滿山滿洋kè-chiâu閩南語;30年前,佇廈門市講華語,nā在地儂,講咔歹聽的,he真正會hông當痟兮處理。
